When a workspace is created, you will need to set user and proposal limit by overriding the default allocation (zero allocation).
As the root-account administrator, you can allocate quota or maximum limit for number of users and proposals a given workspace can have.
When you set/add proposals or users quota for workspaces, respective quota is reduced from the main/ root account. and allocated to a given workspace.
Initially, root account has all the default quota of users and proposals as per your plan. As you create workspace and start allocating such quota for workspaces, the available numbers for root-accounts go down.
Note: The max limit you can set is decided based on the available quota in the main account and active proposals/ users in the root account as well as a given workspace.
